DCRB Staff

The Retirement Board has 45 authorized staff positions, all of which have very detailed job descriptions.  Please contact the Human Resources Manager on (202) 343-3200 for more information.  Senior staff are as follows:

Executive Director Eric Stanchfield
 
Manages all day-to-day operations of the Retirement Board and is effectively the liaison between the policy making functions of the Retirement Board and the implementation and execution of those policies by the staff.
 
 
Chief Investment Officer (CIO) Sheila Morgan-Johnson 
 
Oversees all asset classes in which the Board invests and manages the investment operations including asset allocation, risk management, performance monitoring and fiscal oversight.
 
 
General Counsel and Chief Compliance Officer Erie Sampson
 
Serves as chief legal advisor to the Retirement Board and staff providing day-to-day legal analysis and advice.  This person is also designated as the Retirement Board’s chief compliance officer (CCO).  The CCO’s function includes monitoring adherences to the Retirement Board’s Conflict of Interest Guidelines.
 
Chief Benefits Officer (CBO) Joan Passerino
 
Plans, directs and administers all aspects of pension benefits administration for active and retired members of the DC Police Officers', Firefighters' and Teachers' Retirement Plans.
Chief Financial Officer (CFO) Vacant Manages all complex accounting transactions for the Board to ensure compliance withall regulatory advisory and accounting standards.  Provides direction and structure of the financial management system in accordance with the established goals, objectives, and policies of the Board.
