The DC Department of Human Resources (DCHR) will host Open Enrollment Season for District government employees under both the Federal Employees Health Benefits (FEHB) Program and the District of Columbia Employees Health Benefits (DCEHB) Program to select, change or update their 2010 employee benefit selections from November 8 - December 13, 2010.
During this period, benefits-eligible employees may make changes and/or enroll in new benefits plans for the 2011 plan year. This will also be the period of record for adding eligible dependent children to age 26 onto your plan per the new ruling taking effect January 1, 2011. After open-enrollment you may only do this following an eligible event. Also, employees participating in Flexible Spending Accounts must make their annual contribution allocations for health and dependent care related expenses. There are changes to the health care flexible spending accounts (see below) as it relates specifically to over-the-counter items. Many over-the-counter items will no longer be covered under the healthcare flexible spending account without a prescription. If you are interested in enrolling in the health care spending account please read through "Changes to the Health Care FSA" (download below) and make sure you understand how these changes may affect you.
DCHR will host several health fairs during Open Enrollment Season. These fairs will give employees an opportunity to meet with representatives from benefits providers and financial institutions. Furthering the paperless initiative, Employee Self Service will be available from home. Attending a health fair will afford employees an opportunity to gather information that will enable them to make informed decisions about their benefits coverage.
