Chester A. McPherson

Chester A. McPherson serves on the District of Columbia Retirement Board’s Board of Trustees as a Mayor-Appointed Trustee. Mr. McPherson is a member of the Audit, Legislative, and Investments Committees. 

Trustee McPherson is the Chief Operating Officer of the Economic Opportunity Coalition, Inc., where he oversees operations and strategy for initiatives focused on expanding economic opportunity and wealth creation in underserved communities.

Mr. McPherson is an attorney with more than 30 years of experience in financial services, regulatory policy, and economic development across the public and private sectors. He previously served as Acting Commissioner of the District of Columbia Department of Insurance, Securities, and Banking; Deputy Director at the U.S. Department of the Treasury’s Federal Insurance Office; and Counsel at the U.S. Securities and Exchange Commission.

Trustee McPherson has also held senior roles in the private sector, including at Paul Hastings, Deutsche Bank, and the National Council on Compensation Insurance. Mr. McPherson previously served on the DC Health Benefit Exchange Authority and the Washington DC Economic Partnership.

Mr. McPherson earned a Bachelor of Business Administration in Finance, magna cum laude, from Baruch College and a Juris Doctor and Master of Laws in Taxation from Georgetown University Law Center.

Trustee McPherson was appointed to the DCRB Board of Trustees on January 28, 2026. His current term will expire on January 27, 2028.
