The District of Columbia Retirement Board (“DCRB”) is seeking a Benefits Documentation Specialist to develop, organize, and maintain all Standard Operating Procedures (SOPs), business user manuals, process guides, and operational reference materials for the DCRB Benefits Division— with a primary focus on capturing future-state processes aligned with the new Benefits Administration and Pension System (BAPS), as it is configured and deployed.

 

This position ensures that institutional knowledge is systematically documented, structured, and accessible to Benefits Division staff throughout the implementation, and into post-go-live operations. The Documentation Specialist works closely with the Business Analyst, Project Manager, and Benefits Division Subject Matter Experts to ensure that documentation is completed concurrently with system configuration—not retroactively after deployment—and that all SOPs reflect applicable legal, regulatory, and plan-specific requirements.

 

DCRB is responsible for the investment of funds and administration of retirement benefits for approximately 15,000 retirees and 10,000 members of the District of Columbia Teachers’ Retirement Plan and the District of Columbia Police Officers and Firefighters’ Retirement Plan (collectively “Plan members”).

 

The annualized full-time salary range for this position is $71,422--$114,054 DOQ (DCRB Grade 07), and the posting will remain open until filled. For more information, see the position description attached below.

This is a term-limited appointment, with a not-to-exceed (NTE) date of December 31, 2028.
