The enrollment period for both District and Federal health is currently closed, but it typically runs from mid-November through mid-December every year. Federal Health and Life Insurance Plans
If you were hired prior to October 1, 1987, you are eligible to participate in health and life insurance plans offered by the Federal government. Visit this link for more information:

INFORMATION FOR MEDICARE ELIGIBLE RETIREES - DISTRICT HEALTH PLANS ONLY
Please note that once a retiree, spouse, or domestic partner reaches age 65, he/she may want to apply for Medicare Part A and B as soon as they become eligible because the healthcare provider becomes the secondary payer for them. He/she may also incur a penalty of 10% of premium per year for not signing up for Medicare, Part B, when first eligible to do so.
